On 1 July 2026, the Annual Meeting of the INTOSAI Working Group on Public Procurement Audit (WGPPA) took place in Baku, Republic of Azerbaijan.

The event was organised by the Accounts Chamber of the Russian Federation (WGPPA Chair), together jointly with the Chamber of Accounts of the Republic of Azerbaijan (Meeting Host).

The meeting was held in a hybrid format. Delegations of the Supreme Audit Institutions of Azerbaijan, Belarus, China, India, Kazakhstan, Malaysia, Russia, Serbia, Türkiye and Uzbekistan attended in person, while representatives of the SAIs of Indonesia, the Philippines, Qatar, Saudi Arabia and Tunisia joined online. Invited experts from the State Service for Antimonopoly Control and Consumer Market Supervision under the President of the Republic of Azerbaijan, the World Bank and SIGMA-OECD also contributed to the discussion.

Ms Svetlana Orlova, Member of the Board of the Accounts Chamber of the Russian Federation and Head of the WGPPA Secretariat, presented the activity report and the updated Work Plan for 2025–2028, aligned with the INTOSAI Strategic Plan 2023–2028. The Group’s activities are structured around three workstreams: shaping common approaches and guiding principles for public procurement audit, ensuring a mutually beneficial exchange of information and experience between INTOSAI members and international organisations, and building the professional capacity of SAIs.

Key projects of the Working Group for 2026–2028 include:

• The Handbook on Public Procurement Audit – a practical companion to INTOSAI GUID 5280, providing a step-by-step guide to an audit engagement, audit design matrixes, checklists and common audit issues with possible solutions.
• Guidance on e-procurement audit and green procurement audit – two practice-oriented documents covering IT issues, system risks and the governance of e-procurement systems, as well as the assessment of green criteria, compliance with environmental requirements and the actual impact of sustainable procurement.
• The educational online course hosted on the INTOSAI digital university platform (U-INTOSAI), based on GUID 5280 and covering national models of procurement regulation and audit. The Russian version was published in December 2025; the English version is planned for December 2026.
• The Collection of Cases and Practices (Casebook) – an open digital database of national regulation and SAI audits, containing examples, audit issues and recommendations for practitioners and stakeholders.
• The WGPPA Bulletin, with its first issue scheduled for December 2026, and a series of webinars for the exchange of experience and stakeholder engagement, including work on the MAPS methodology. The first webinar is scheduled for November-December

Particular attention was given to the chapter on follow-up audit in public procurement – the Working Group’s contribution to the INTOSAI Collection of Good Practices on Follow-up Audit, led by SAI Malaysia. The chapter addresses how SAIs verify the implementation of procurement audit recommendations and assess the real impact on procurement systems. Members and partner SAIs were invited to share national cases and materials to be reflected in the chapter.

Participants highlighted the practical value of bilateral exchange of experience. The meeting confirmed the Working Group’s priorities for the period ahead – advancing the methodology of public procurement audit and promoting approaches that ensure the consistent application of international standards in the work of SAIs.
