Handbook on Measuring Digital Platform Employment and Work

The European Commission (EC) together with the Organization for Economic Co-operation and Development (OECD) published a Handbook on measuring digital platform employment and work.

Working through platforms is becoming one of the most popular types of work. The key advantage is flexible working conditions, the ability to independently choose the volume and mode of work.

However, freedom of labor within platform employment is accompanied by a number of problems: lack of stable income and social protection, tax evasion, algorithmic discrimination and opaque platform management practices.The lack of information about the operating features of the platforms complicates the solution of these problems.

The new EU-OECD publication aims to provide a methodological tool for assessing and monitoring working conditions on platforms. The document contains a comparative overview of existing statistical methods, as well as recommendations for their application.
