The Sixth Meeting of the INTOSAI Working Group on SDGs and Key Sustainable Development Indicators
On 28 August 2025, the Sixth Meeting of the INTOSAI Working Group on SDGs and Key Sustainable Development Indicators (WGSDG KSDI) was held in St. Petersburg, Russian Federation.
The meeting was co-organized by the Accounts Chamber of the Russian Federation (SAI Russia) and the Control and Accounts Chamber of St. Petersburg (Regional Audit Institution, RAI). The event was held in a hybrid format.
The meeting was attended by 72 participants from SAIs of 19 member states, as well as heads and representatives of the RAIs of Moscow, St. Petersburg, the Moscow and the Voronezh Regions; the African Organization of Supreme Audit Institutions of English-speaking countries (AFROSAI-E), the UN Global Compact and MGIMO University.
Mr. Dmitry Zaitsev, Member of the Board of SAI Russia, Head of the WGSDG KSDI Secretariat, summed up the results of the Group's activities in 2024–2025.
- In 2025, SAI Qatar joined the Group. The WGSDG KSDI currently consists of 38 members and 7 observers.
- On 21 July, 2025 the WGSDG KSDI Secretariat participated online in a round table held on the sidelines of the United Nations High-level Political Forum on Sustainable Development. Participants discussed approaches to developing the professional competencies of audit staff in SDG auditing through the use of information technology.
- On 22–25 June 2025, the WGSDG KSDI Secretariat participated in the Fourth Summit of the Supreme Audit Institutions of the G20 (SAI20) in Johannesburg, South Africa. The agenda focused on the effective and sustainable management of infrastructure, education, and human resources.
- The WGSDG KSDI is developing cooperation with INTOSAI regional organizations on auditing the SDGs. In December 2024, the Secretariat participated in the International Forum of the ARABOSAI Committee on SDGs Auditing. In February 2025, the Secretariat took part in the technical meeting of the ASOSAI Working Group on SDGs. In July 2025, it participated in the 62nd meeting of the ASOSAI Governing Board.
- In 2025, in cooperation with the ASOSAI Working Group on SDGs, an online course “SDG Auditing at the regional level” was developed. The educational material is available in English on the U-INTOSAI platform. The course provides an overview of international approaches to planning and conducting a regional audit of the SDGs.
- The Guidance on ESG Audit and the Practical Guidance on SDG Auditing at the Regional Level were translated into Arabic with the support of SAI Morocco, ARABOSAI Secretariat.
- The Secretariat continues to provide information on key SDG projects implemented by the international audit community through the Group's newsletter. It is also developing the thematic “SDGs” section on the Public Audit Knowledge Repository portal (administered by SAI Russia). To date, the electronic library contains more than 220 thematic analytical reviews.
- The Group's priorities for 2025–2027 include improving the audit methodology of the SDGs and promoting advanced approaches that ensure the uniform application of international standards in the activities of SAIs. Work continues on the Guidance “Sustainable Development: Practical frameworks for SAIs” and the Guidance “Audit of the Reliability of Macroeconomic Forecasts”.
Representatives of SAIs of Belarus, China, Egypt, Iran, Kazakhstan, Kuwait, Senegal, the Maldives and Turkey shared national practices for auditing the achievement of the SDGs. The main topics of the reports were the integration of the SDGs into national development programs, the use of innovative technologies in environmental auditing, the evaluation of the renewable energy projects, and the auditing of social policy.
Following the meeting, the WGSDG KSDI Action Plan for 2025–2026 was approved.

- Preparation of the Guidance “Sustainable Development: Practical frameworks for SAIs”
- Preparation of the Guidance on the Audit of the Reliability of Macroeconomic Forecasts
- Guidelines on measuring progress towards achieving Goal 5 (gender equality): Qualitative and quantitative assessment indicators and Guidance on Evaluation of Energy Transition Mechanisms to Achieve SDG 7 “Affordable and Clean Energy” and SDG 13 “Climate Action”
- Launch and substantive development of the Knowledge Base of best practices to support the implementation of ESG principles
- Developing cooperation with the ASOSAI Working Group on SDG and the ARABOSAI Committee on SDGs Auditing
- Preparation of joint online courses for the U-INTOSAI platform
- Publication of new issues of the Group’s newsletter
- Convening the seventh meeting of the Working Group in 2026
