On October 9, 2025, the Accounts Chamber of the Russian Federation held a training seminar on the methodological framework of performance audit.

The event was organized for the representatives of Supreme Audit Institutions of African countries, as well as regional audit institutions of the Russian Federation. Over 170 public auditingspecialists participated in the meeting.

Opening the seminar, Ms. Maria Vershinina, Deputy Director of the Department for International and Regional Cooperation of the Accounts Chamber of the Russian Federation – Head of Division, moderator of the meeting, mentioned active cooperation of the Accounts Chamber of the Russian Federation with SAIs of African States and emphasized the relevance of the topic.

The speaker at the training session, Mr. Igor Yaremenko, Deputy Director of the Department of Research and Methodology of the Accounts Chamber of the Russian Federation, particularly highlighted the differences between the SAI Russia’s audit of efficiency methodology and international standards of performance audit.

Mr. Yaremenko provided a detailed overview of the Russian and international regulatory and methodological framework, audit of efficiency (performance audit) criteria, and necessary audit procedures with a focus on the understanding of "performance" in the context of Russian audit practice.

During the discussion, African colleagues pointed out the similarity of methodological approaches in Russian and African countries’ public performance audit systems.

Following the training seminar, the participants noted high practical value of the acquired knowledge and expressed their interest in further sharing of experiences to promote professional development.
