SDG Auditing at the Regional Level

On May 14, 2024, an expert webinar on SDG Auditing at the Regional Level was held d on the site of the Special Committee on Establishing ASOSAI Working Group on Regional and Municipal Audit under the leadership of the Accounts Chamber of the Russian Federation.

Special Committee on Establishing Working Group on Regional and Municipal Audit is a temporary ASOSAI Committee founded to explore possibilities and assess the feasibility of creating a new Working Group. The Feasibility report will be submitted to the 60th Governing Board Meeting and the 16th ASOSAI Assembly in September 2024.

The event was attended by 164 representatives of Supreme Audit Institutions of member countries of the Special Committee and the ASOSAI Working Group on SDGs, as well as Control and Accounts Authorities of the Russian Federation. Participants discussed successful practices of SDG auditing at the regional level. Experts from SAIs of China, Indonesia, Kazakhstan, Philippines and Russia shared their national experience in transport infrastructure modernization, fighting hunger and redaction of stunting prevalence, creating a comfortable urban environment, solid waste management.

Head of the Department for Audit of Economic Development of the Accounts Chamber of the Russian Federation Mr. Anton Kosyanenko presented the main projects of SAI Russia on SDGs, including auditing results of the achievement of SDG indicators by the regions of the Russian Federation conducted jointly with 11 Regional Audit Institutions and Practical guidance on SDG audit at the regional level developed by INTOSAI WGSDG KSDI[1].

Chair of the Chamber of Control and Accounts Voronezh Region Mr. Igor Selyutin presented the results of the assessment of the integration of Agenda 2030 into the regional public administration system. During the audit regional strategic planning documents, the amount of funding for the SDGs, monitoring mechanisms and interdepartmental interaction were analyzed. The audit results showed the need to improve the regulatory framework and tools for monitoring the achievement of SDGs, as well as to expand cooperation between government agencies and the expert community.
