SAIs Russia and Egypt Share Experiences on Monitoring Audit Recommendations

On March 6, 2025, the Accounts Chamber of the Russian Federation hosted an online experience-sharing seminar with the Accountability State Authority of the Arab Republic of Egypt on “Audit Recommendations”.

Opening the seminar, Mr. Timur Makhmutov, Director of the Department for International and Regional Cooperation of the Accounts Chamber of the Russian Federation, mentioned that SAIs Russia and Egypt enjoy a long-standing and active cooperation both in bilateral format and on multilateral platforms.

Mr. Andrey Baturkin, Member of the Board of the Accounts Chamber of the Russian Federation, and H.E. Mr. Mohamed Abdel Ghani Abdel Razek, Vice-President of the Accountability State Authority of the Arab Republic of Egypt, delivered welcoming remarks. Russian and Egyptian participants paid special attention to the need for tangible positive outcomes of external control for public governance and the society in general.

In his report, Mr. Andrey Baturkin presented SAI Russia’s approaches to formulating and implementing audit recommendations. The speaker elaborated on the results of the recommendations project which helped to improve the recommendations formulation methodology with a focus on quality principles. It also helped to put in place unified approaches to formulating recommendations and their monitoring. Currently, work is still underway on making the Accounts Chamber’s proposals more relevant and creating extra incentives to implement recommendations. Mr. Baturkin paid particular attention to the examples of implemented SAI Russia’s recommendations and their positive impacts.

The experience of the Accountability State Authority of Egypt was highlighted by Ms. Manal Khairy, Head of Sector of the Office for International Relations and Conferences of the SAI Egypt’s President. The speaker elaborated on international organizations’ instruments and Egypt’s legal framework governing the principles of audit follow-up. Ms. Khairy spoke about SAI Egypt’s interaction with auditees and other public authorities during the monitoring of recommendations implementation. She also pointed out the factors affecting the implementation of audit recommendations.

In conclusion of the meeting, Russian and Egyptian participants agreed to continue sharing experiences on issues of mutual interest.
