SAIs Russia and Brazil Discussed AI Use in Countering Corruption

On March 19, 2025, the Accounts Chamber of the Russian Federation hosted an online experience-sharing seminar with the Federal Court of Accounts of the Federative Republic of Brazil on “The role of supreme audit institutions in combating corruption: use of artificial intelligence technologies”.

Ms. Svetlana Orlova, Auditor, Member of the Board of the Accounts Chamber of the Russian Federation, delivered welcoming remarks and keynote speech on behalf of SAI Russia. The auditor told Brazilian colleagues about the results of the Accounts Chamber’s work in 2024 and its priorities for 2025 including those related to the national projects implementation analysis and development of the SAI’s digital outline. Ms. Orlova focused on SAI Russia’s anti-corruption activities. She introduced foreign colleagues to the methodology for identification and assessment of corruption risks and results of its implementation, paying special attention to the interaction with the Federal Financial Monitoring Service of the Russian Federation. The speaker also mentioned digital instruments and approaches used by the Accounts Chamber to identify corruption violations.

Mr. Igor Kalganov, Assistant to the Chairman of the Accounts Chamber of the Russian Federation, highlighted SAI Russia’s digital transformation priorities in 2024–2026. He outlined seven digital projects currently underway –  their implementation will allow to increase significantly the economic effect of the Accounts Chamber’s public auditing activities.

SAI Brazil’s practices were presented by Mr. Hamilton Caputo, Auditor, Deputy Head of the Department of Government Audit for Strategic Information and Innovation (Seinc), Mr. Aloísio Dourado, Auditor, Deputy Head of the Audit Department for the Integration of Data, Methods and Technologies for Oversight (AudDigital), and Mr. Eric Hans, Auditor of the Department of Information Technology and Digital Evolution.

Mr. Caputo noted that the Federal Court of Accounts pays special attention to corruption prevention and identifying corruption risks. The speaker described SAI Brazil’s digital instruments allowing to automatically check public procurement in detail and analyze the government contracts in comparison with prior ones.

Digital tools supporting external control at SAI Brazil and databases used by Brazilian auditors were further highlighted in Mr. Dourado’s speech. He presented a number of the Federal Court of Accounts’ digital instruments, notably LabContas and Parts.

Mr. Eric Hans introduced Russian participants to the ChatTCU developed by SAI Brazil based on ChatGPT and other databases. He spoke in detail about the functions of the platform’s different versions and plans for its further development.

The discussion was moderated by Mr. Timur Makhmutov, Director of the Department for International and Regional Cooperation of the Accounts Chamber of the Russian Federation, and touched upon the human resources needed for SAIs’ digital transformation.

Following the experience-sharing seminar, the participants agreed to continue dialogue on pending issues of public auditing in bilateral and multilateral formats.
