Kick-Off Meeting of the ASOSAI Special Committee on Establishing the Working Group on State-Owned Enterprise

In the 56th ASOSAI Governing Board meeting that was held virtually on 6 September 2021, SAI Malaysia presented a proposal on forming a new working group within ASOSAI related to State-Owned Enterprise.

On April 25, 2022 he Special Committee on Establishment of ASOSAI Working Group of State-Owned Enterprise (WGSOE) held an online kick-off meeting сhaired by SAI Malaysia. The main assignment of the Special Committee is to conduct, compile and evaluate the feasibility of initiating WGSOE. The results of the research are to be reported at the 59th ASOSAI Governing Board meeting in 2023 for approval.

The first part of the event was dedicated to the exchange of corresponding experience. Participants from the SAIs of China, India, Japan, Malaysia, Pakistan, Russia and Turkey presented background reviews of national practices in the field of auditing state-owned enterprises, focusing on the following issues:

  • Audit mandate
  • Definition and category of SOE
  • Objective and scope of SOE audit
  • Methodology and experience on SOE audit
  • Audit issues and impact of SOE audit.

In the second part of the meeting, underlying documents of the Special Committee were discussed. SAIs’ representatives analyzed and agreed with consensus on the draft Terms of Reference, Work Plan, Rules and Procedures as well as time frames for their finalization.
