Experience-sharing seminar on anti-corruption between SAIs Russia and Cuba

On March 24, 2026, the Accounts Chamber of the Russian Federation hosted an online experience-sharing seminar with the Office of the Comptroller General of the Republic of Cuba dedicated to the SAIs’ role in combating corruption. The parties emphasized the importance of implementing one of the strategic objectives of public audit institutions – promoting the prevention and eradication of corruption.

The experience of the Accounts Chamber of the Russian Federation in preventing corruption risks and identifying signs of corruption offenses during control activities was presented by Mr. Aleksei Granovskiy, Director of the Department of Public Administration Audit. The speaker paid special attention to development of specialized digital tools and the inspectors’ capacities building. He also highlighted the importance of coordinated work across the entire public sector to successfully address anti-corruption tasks. Moreover, Mr. Aleksei Granovskiy presented the key results of the Accounts Chamber’s activities over the past year noting the achievement of record high economic effect indicators.

Mr. Andrei Korovin, Deputy Head of Inspection of the Legal Department, shared information on the interaction on anti-corruption matters between the Accounts Chamber of the Russian Federation and law enforcement agencies and the Prosecutor General’s Office. Mr. Nikolay Kruchek, Head of Division of the Department of Human Capital Development, spoke about measures to prevent corruption offenses among civil servants of the Accounts Chamber of the Russian Federation.

Mr. Darlam Enrique Dalmau Palomino, Deputy Comptroller General of the Republic of Cuba, provided a detailed presentation on the approaches of SAI Cuba to the development of internal control mechanisms in agencies and highlighted the contribution of the public audit institution to addressing national anti-corruption objectives.

The meeting was moderated by Ms. Maria Vershinina, Deputy Director of the Department for International and Regional Cooperation – Head of the Division of the Department for International and Regional Cooperation of the Accounts Chamber of the Russian Federation.

In conclusion of the seminar, the parties noted the importance of using modern digital technologies during audits as well as deepening and expanding inter-agency cooperation.
