7th Meeting of the INTOSAI Working Group on Big Data
The 7th Meeting of the INTOSAI Working Group on Big Data (WGBD) was held on 13–15 September 2023 in Cairo, Egypt, with the participation of the delegation from the Accounts Chamber of the Russian Federation.
During the meeting, Mr. Wang Benqiang, Deputy Auditor General at the National Audit Office of the People's Republic of China, presented the report on the yearly activities of the Working Group. In 2022, the following documents were published:
- Research Paper on Innovative Audit Technology
- Guidance on Conducting Audit Activities with Data Analytics
- Case Studies on the Use of Big Data in Audit (including cases from SAIs Russia, Austria, Brazil, Chile, China, Egypt, Egypt, Republic of Korea, Slovakia, Ukraine, Vietnam, and Vietnam).
Through the event participants discussed national practices of using big data in auditing.
In her report Ms. Kim, Deputy Head of the National Objectives Audit Inspectorate at the Research and Methodology Department, presented the evaluation results of the consequences for the Russian economy and budget from the introduction of cross-border regulation on carbon-intensive goods’ imports to the EU using a computable general equilibrium model (computable equilibrium model, CGE).
Among others, reports were presented by:
- SAI Egypt – on data analysis techniques and tools used in the audit of the electronic tax system (e-Tax) & creditor reliability audit in banks.
- SAI Chile – on the practices of using GIS technologies to detect illegal land surveying & the results of using big data analytics in the civil servants’ declarations audit.
- SAI Denmark – on the results of performance audit of police patrolling & surveillance cameras location to improve the crime situation in the country. Inspectors analyzed GPS data, a crime severity index and a number of area-based crime declarations to show that if the SAI’s recommendations to be followed, the effectiveness of the identified security measures will have a 2x increase.
- SAI Finland – on the results of performance audit of the project "Visit Arctic Europe".
- SAI India – on the work regarding introduction of AI and Large Language Model (LLM) technologies into the audit process.
In the final part of the event it was decided to hold the next WGBD meeting in Vietnam.
