2nd Meeting of the ASOSAI Special Committee on Establishing the Working Group on State-Owned Enterprise
On April 6, 2023, the Second Meeting of the ASOSAI Special Committee on Establishing the Working Group on State-Owned Enterprise (SC WGSOE) led by SAI Malaysia was held via videoconference.
The Special Committee consists of SAIs India, China, Malaysia, Pakistan, Russia, Turkey and Japan.
Representatives of the Accounts Chamber of the Russian Federation attended the event. During the meeting, participants discussed the current version of the Feasibility Study for Establishment the Working Group.
This document was drafted on results of the survey conducted among SAIs – members of the SC WGSOE in 2022. In order to complete the survey SAIs have to provide an overview analysis of national systems for the organization and management of state-owned enterprises, carry out benefits-and-risks assessment of the future Working Group.
The final document consisted of three chapters devoted to summary information on the topic of state-owned enterprises, roles of SAIs in its work, objectives and scope of activities of the potential Working Group. During the meeting Anton Kosianenko, Director of the Department of Economic Development Audit, presented a number of suggestions and comments to the Feasibility Study document concerning its structural organization and factual content. The amendments were agreed upon by all representatives of SC WGSOE.
According to SC WGSOE Tentative Work Plan, the next step would be an exchange of experience to identify and analyse the key issues in SOE audit.
