Governance Risk Assessment System (GRAS): Advanced Data Analytics for Detecting Fraud, Corruption, and Collusion in Public Expenditures

Corruption is one of the most serious threats to sustainable socio-economic development.

Government spending is the area most susceptible to corruption risks. To identify and assess relevant risks, government agencies traditionally use analysis of citizen requests, which is ineffective and requires significant resources.

The World Bank (WB) developed a new tool for assessing corruption risks (Governance Risk Assessment System, GRAS). The methodology is based on 60 indicators, grouped into 4 areas in accordance with the main stages of the public procurement cycle.

Using the methodology will allow you to analyze the effectiveness of the tender process, identify collusion between potential competitors, check the quality of financial statements of suppliers and prevent political interference.
