A New Approach to Strategy for Government Agencies
Boston Consulting Group (BCG) experts call for more active implementation of strategic planning practices in the practice of managing government organizations.
Strategic management, which is widespread in commercial organizations, in a crisis of legitimacy, can increase the credibility of government agencies.
According to the 2020 Edelman Trust Barometer* survey, just 65% of respondents from 28 countries around the world trusted their governments, and in 2022 the figure fell to 52%. At the same time, the level of trust in business and NGOs remained consistently high in 2020–2021 (62%).
Key characteristics of public strategic management:
- Centralization
- Responsibility of government to citizens
- Transparency of the political course
- Focus on implementation
- Expansion of public and private partnership
*The Edelman Trust Barometer is an annual global study by the American International Agency for Public Relations and Strategic Communications Edelman, which is conducted in the form of opinion polls and determines the level of trust of citizens of different countries in the main public institutions.
