31 May 2021 - Microsimulation modeling for social policy evaluation - an open seminar by the Accounts Chamber

On the last day of spring, the Department of research and methodology of the Accounts Chamber of the Russian Federation, in the context of gLocal Evaluation Week, organizes an open seminar on the practical and methodological aspects of the use of microsimulation modelling for the evaluation of social policy. The discussion will be centered in particular around the issues of long-term projections of income levels and poverty, as well as distributional effects of social transfers.

Alexander Goryunov (Chief Inspector, Department of research and methodology) will report on a new quasi-dynamic microsimulation model and its use for the projection of monetary poverty in Russia during 2020-2030 under different scenarios of economic and demographic development and alternative variants of social transfers.

Daria Popova (University of Essex) and Mikhail Matytsin (the World Bank) will share the results of their analysis of distributional effects of social support measures undertaken in Russia in the wake of the COVID-19 crisis. Their research project utilized the well-established RUSMOD microsimulation model.

  • Marina Kartseva, Senior Researcher at the Russian Presidential Academy of National Economy and Public Administration under the President of the Russian Federation;
  • Elena Andreeva, Senior Researcher at the Financial Research Institute of the Ministry of Finance of the Russian Federation;

Invited experts will share their experiences in the use of policy evaluation in decision support.

The seminar will be held on May 31st, 2021 at 18:00 (Moscow, UTC+3). The working language is Russian, synchronized English translation will be provided. Please fill out the registration form to participate.

gLocal Evaluation Week is held from May 31st to June 4th, 2021. It includes panel discussions and seminars on the methodology and practice of global and local policy evaluation and program monitoring, held under the umbrella of the Global Evaluation Initiative.
