The SAIs of Russia and Belarus Discussed the Implementation of Digital Technologies and Artificial Intelligence in Auditing

As part of the Joint Action Plan of the Accounts Chamber of the Russian Federation and the State Control Committee of the Republic of Belarus, a bilateral workshop on the exchange of experience on "Implementation of Digital Technologies and Artificial Intelligence in Auditing Activities" was held in Minsk on November 25, 2025.

Director of the Digital Transformation Department, Mr. Valery Sokhorov, and Chief Inspector of the Research and Methodology Department, Mr. Sergey Kolerov, shared the experience of the Accounts Chamber of the Russian Federation.

Mr. Sokhorov presented the priorities for digitalization of SAI Russia and specific mechanisms for their implementation. In his report, he emphasized the creation of a unified digital space and data management principles. The speaker emphasized that the use of remote inspection tools and advanced automation significantly simplify the work of auditors and reduce labor costs.

Mr. Kolerov focused on the use of artificial intelligence and machine learning in national projects audits. He pointed out specific areas of AI application in this area: project portfolio analysis for duplicate entities and a system of key risk indicators for national projects.

Deputy Chairman Mr. Andrei Lobovich addressed the event participants with a welcoming address on behalf of the State Control Committee of the Republic of Belarus. Mr. Andrei Astashonok, Deputy Head of the Main Analytical Department and Head of the Software and Information Support Department; Mr. Oleg Kundelev, Deputy Head of the Main Department for Control over Material Production Industries and Head of the Transport Complex and Communications Department; Mr. Andrei Lyakh, Head of the Information Technology Department of the Financial Monitoring Department; Mr. Alexander Prakopenko, Head of the Third Department of the Financial Investigations Department; and Mr. Dmitry Volkonovsky, Head of the Software and Information Support Department of the Organizational and Inspection Department of the Financial Investigations Department, shared Belarusian experience in using IT and ensuring cybersecurity for the SAIs, integrating artificial intelligence into control (supervisory) activities, and assessing the effectiveness of public resource expenditures in the digital sphere.

Following the seminar, the parties expressed their willingness to continue the dialogue on current issues of control activities.

Also, as part of the 43rd Plenary Week of the Eurasian Group on Combating Money Laundering and Financing of Terrorism (EAG), SAI Russia representatives visited the High-Tech Park of Belarus and a seminar for supervisory authorities and the private sector on the application of modern technologies in internal control and oversight activities in the field of combating money laundering and financing of terrorism.
