INTOSAI Working Group on Public Procurement Audit Annual Meeting
On October 9, 2024, SAI Russia hosted an online annual meeting of the INTOSAI Working Group on Public Procurement Audit (WGPPA).
The meeting was attended by representatives of the Supreme Audit Institutions (SAIs) of Armenia, Azerbaijan, Belarus, China, Kazakhstan, Pakistan, Russiaa, Thailand, Philippines, as well as control and audit bodies of Vladimir, Novgorod, Omsk, Tomsk and Chelyabinsk regions of the Russian Federation.
In the opening remarks Mr. Timur Makhmutov, director of SAI Russia Department of International and Regional Cooperation, emphasized the practical nature of the meeting. In addition to discussing new plans and priorities, the group members shared national experience and best practices in the field of public procurement audit.
In his keynote speech, Mr. Alexey Kaulbars, Member of the Board of SAI Russia and Head of the Working Group Secretariat, reviewed the activities of the Group since its official establishment following the INTOSAI Congress in Abu Dhabi in 2016 until the adoption of the Guidelines on Public Procurement Audit (GUID 5280) during the XXIV INTOSAI Congress in 2022. He also outlined a number of new priority topics, including the digitalization of public procurement audits in specific sectors, and also proposed preparing an educational course and practical handbook for public procurement audit.
During the event, Mr. Buncha Trisinsut, Director of the Megaproject Audit Department of SAI Thailand, shared his experience in auditing public procurement in the framework of infrastructure projects, in particular, highway construction. Mr. Richard Fulleros, Director at the Commission on Audit of the Republic of the Philippines, presented the current trends in regulation of public procurement in the Republic of the Philippines, and also spoke about the main development issues in the sector in recent years. Mr. Yury Zuzenkov, Head of the Main Analytical Department of SAI Belarus, presented the main practices and methods of control over public procurement in the Republic of Belarus.
During the meeting Mr. Vladimir Morozov, Senior Counselor at the Division for Cooperation with INTOSAI and other international organizations of SAI Russia, presented a digital version of the Collection of cases and practices of regulation and audit of public procurement. Mr. Yaroslav Yalovenko, Head of the Division for Cooperation with INTOSAI and other international organizations of SAI Russia spoke about further priorities of the group's activities, including revision of the Terms of Reference, updating of the Working Plan of the group for 2025-2028, and also outlined the prospects of holding an annual meeting of the group in 2025 in person. He presented the project proposals for an educational course based on the INTOSAI GUID 5280 for the U-INTOSAI platform, as well as a practical Handbook on public procurement auditing. He concluded by also suggesting to holed regular webinars and the publication of the group's annual bulletin.
The Groups final progress report for 2023–2024 will be presented by SAI Russia delegation during the INTOSAI Knowledge Sharing Committee (KSC) on October, 14th, 2024 in Nairobi (Kenya).
