Digital Transformation of Public Sector: Collection of Cases and Best Practices

The Accounts Chamber of the Russian Federation (ACRF) launches a collection of cases and best practices of international organizations and supreme audit institutions (SAIs) on the digital transformation issues of public sector.

The project was launched as part of the ACRF's activities as Chair of the INTOSAI Supervisory Committee on Emerging Issues (SCEI) and was presented during the XXIV INCOSAI in Rio de Janeiro (Brazil).

The project illustrates the key provisions of INTOSAI Moscow Declaration in terms of responding effectively to opportunities brought by technological advancement in order to manage the systemic risks in the public sector, to achieve openness and inclusiveness of public administration.

The collection builds upon the approaches to the issues of digital transformation by a number of international organizations - the UN, the World Bank, the Organization for Economic Cooperation and Development (OECD), the International Telecommunication Union (ITU), the European Union (EU). The subject of the collection includes an overview of the current state, as well as practices of digital transformation of public administration in the world in 5 key areas:

  • digital infrastructure
  • data analysis
  • artificial intelligence
  • cybersecurity
  • competencies and capacity building of government employees.

The presented 35 SAI cases show not only the existing approaches, but also the most common problems and obstacles faced by public authorities in the process of digital transformation, as well as the experience in preparing recommendations to address the identified problems.
