The Accounts Chamber of the Russian Federation (ACRF) prepared a Collection of cases and practices of international organizations and Supreme Audit Institutions (SAIs) on regulation and auditing of public procurement (Casebook).

The Casebook was prepared as part of ACRF activities as Chair of the INTOSAI Working Group on Public Procurement Audit (WGPPA).

The material provides an overview of the global public procurement sector, basic principles and approaches to procurement regulation. The collection is based on the materials of international organizations, in particular the United Nations Commission on International Trade Law (UNCITRAL), the World Trade Organization (WTO), the World Bank, the Organization for Economic Cooperation and Development (OECD), the International Organization of Supreme Audit Institutions (INTOSAI), the European Union (EU) and the Eurasian Economic Union (EAEU).

The Casebook materials include:

• international standards of public procurement regulation;
• supranational regulation of public procurement;
• procurement performance evaluation systems;
• country examples (cases) of regulation and audit of public procurement in specific areas.
