The Production Gap Report 2023

In 2030, states plan to produce 110% more fossil fuels than envisaged in the 2015 Paris climate agreement, according to a new report prepared by the United Nations Environment Program (UNEP) in collaboration with leading research organizations.

Experts note that the largest producing countries have committed to achieving zero emissions, but none of them plans to reduce the production of coal, oil and gas.

The report's authors call on governments to:

  • Increase the transparency of national fossil fuel plans and align them with national and global climate goals
  • Set short- and long-term goals for reducing fossil fuel production and consumption, in addition to other climate change mitigation goals
  • Strive for a complete phase-out of coal production and use by 2040, as well as a cumulative reduction in oil and gas production and consumption by 75% by 2050.
