According to Organization for Economic Co-operation and Development (OECD), in 2020–2022 total volume of government agricultural support reached a record level of $851 billion per year (for 54 countries), of which $518 billion were direct subsidies, $333 billion were the result of government regulation of market prices.

State funding increased almost 2.5 times over ten years. The highest indicators of the state support was recorded in China (36%), India (15%), the USA (14%) and the European Union (13%). Despite the increase in financial support for producers and consumers of agricultural products, the corresponding measures did not compensate for rising prices.

Moreover, the effects of climate change are increasingly affecting agricultural production. Increased variability in temperature and precipitation and disruption of natural ecosystems lead to a slowdown in productivity and, as a result, higher prices. The governments of the 54 countries covered in the report have taken nearly 600 measures to adapt to climate change in agriculture.
