INTOSAI Global Expert Team Meeting (IGET)
On April 27, 2023, the 4th online-meeting of the INTOSAI Global Expert Team (IGET) was held under the SAI UAE leadership.
The participants discussed the implementation of the Memorandum of Understanding between INTOSAI and the United Nations Office on Drugs and Crime (UNODC), including the promotion and implementation of the Sustainable Development Goals (SDGs).
Concerted actions and coordination of efforts of all stakeholders are required to create an effective anti-corruption system. The adoption of the Abu Dhabi Declaration[1] is the result of the professional cooperation between INTOSAI and UNODC. Ms. Zorana Markovic, Crime Prevention and Criminal Justice Officer, noted two important theses of the declaration:
- recommendation to the state parties to involve SAIs in the activities under the Mechanism for the Review of Implementation of the United Nations Convention against Corruption;
- strengthening cooperation between SAIs and anti-corruption bodies. The INTOSAI Global Expert Group (IGET), together with UNODC, developed the corresponding Practical Guide, the presentation of which took place at the plenary session of the XXIV INTOSAI Congress on November 9, 2022.
Mr. Aleksei Granovskiy, Director of the Department of Public Administration Audit of the Accounts Chamber of the Russian Federation, presented the report “Capacity Development in the Anti-Corruption Field”. One of the key projects of the Accounts Chamber of the Russian Federation is the development of Guidelines for identifying and assessing corruption risks. It is necessary to create a unified register of corruption risks in close cooperation with other public authorities, and create a digital system for their assessment using artificial intelligence.
Mr. Aleksei Granovskiy noted the relevance of using digital technologies to improve the efficiency of anti-corruption work. In 2022, an automated system for analyzing the plans for anti-corruption activities of ministries and departments based on artificial intelligence technology was created at the Accounts Chamber.
Apart from that, the University for the INTOSAI Community (U-INTOSAI) was presented at the meeting. This initiative of the Accounts Chamber was developed within the framework of the INTOSAI Chairmanship. The project is aimed at promoting educational materials of SAIs and leading international organizations on the most relevant issues of public auditing. Eight courses on anti-corruption issues were prepared in the partnership with the International Anti-Corruption Academy (IACA), the SAIs of Brazil, Chile and Mexico. The participants discussed the directions for further integration of the U-INTOSAI into the IGET work, including the development and publication of thematic podcasts on this platform.
