INTOSAI and the United Nations strengthen cooperation to fight corruption

The 8th Conference of the State Parties to the United Nations Convention against Corruption held in Abu Dhabi (UAE) on 16-20 December 2019 saw the issuance of the Declaration on enhancing cooperation between the supreme audit institutions and anti-corruption bodies to more effectively prevent and fight corruption (the Abu Dhabi Declaration).

The document aims at further development of cooperation between state parties to the United Nations Convention against Corruption and INTOSAI members and focuses on such topics as the increase of the role of SAIs in fighting corruption and their collaboration with anti-corruption authorities, use of technology in fighting corruption and raising global awareness on the matter.
One of the practical impacts of the Abu Dhabi Declaration for the global audit community lies in the recommendation to the state parties to involve SAIs in the activities under the Mechanism for the Review of Implementation of the United Nations Convention against Corruption. This mechanism constitutes a specifically designed intergovernmental peer review process which analyses national measures to fight corruption, collects the best practices, fosters exchange of experience and provides necessary technical assistance.

The issuance of the Abu Dhabi Declaration became one of the practical outcomes of the Memorandum of Understanding signed between INTOSAI and the United Nations Office on Drugs and Crime in July 2019.

The global anti-corruption agenda is currently being intensified with regard to the upcoming Special Session of the General Assembly of the United Nations against corruption scheduled to convene in the first half of 2021.
