7th Meeting of the INTOSAI Working Group on SDGs and Key Sustainable Development Indicators
On 15 April 2026, the annual meeting of the INTOSAI Working Group on SDGs and Key Sustainable Development Indicators (INTOSAI WGSDG KSDI) was held in Rabat, Kingdom of Morocco. The event was organized by the Accounts Chamber of the Russian Federation jointly with the Court of Accounts of the Kingdom of Morocco.
The meeting was held in a hybrid format and brought together 87 delegates from 30 Supreme Audit Institutions (SAIs), as well as representatives of the African Organization of English-speaking Supreme Audit Institutions (AFROSAI-E) and the United Nations Department of Economic and Social Affairs.
Ms. Zineb El Adaoui, First President of the Court of Accounts of the Kingdom of Morocco, delivered welcoming remarks to the participants. She emphasized the Working Group’s contribution to strengthening the professional capacity of SAIs and improving the methodology for auditing the SDGs. She noted the growing importance of developing audit practices aimed at measuring real socio-economic impact, introducing digital tools, and strengthening the professional competencies of audit staff.
Mr. Dmitry Zaitsev, Head of the Working Group Secretariat and member of the Board of the Accounts Chamber of the Russian Federation, presented the results of the Working Group’s activities in 2025–2026.
- In 2026, the SAI of Tunisia joined the Working Group. The Group currently comprises 39 members and 6 observers.
- From 27 to 31 October 2025, the WGSDG KSDI Secretariat participated in the XXV INCOSAI, where it presented the Working Group’s results and prospective projects, including the Practical Guidance on SDG Auditing at the Regional Level, the Guidance on ESG Audit, and the Knowledge Base on Auditing Macroeconomic Forecasts.
- The Secretariat continues to develop cooperation with INTOSAI working bodies and regional organizations, including the Knowledge Sharing Committee (KSC), the ARABOSAI Committee on SDGs, and the INTOSAI Working Group on Audit of Extractive Industries (WGEI). With the support of SAI Morocco, Head of the AFROSAI Secretariat, Practical Guidance on SDG Auditing at the Regional Level and Guidance on ESG Audit were translated into Arabic.
- In 2026, the Working Group launched new research initiatives. The project on developing indicators to assess progress towards SDG 5, Gender Equality, is led by SAI Pakistan; the project on analyzing energy transition mechanisms for achieving SDG 7 is led by SAI Egypt; and the project on climate agenda issues under SDG 13 is led by SAI Senegal. The choice of topics and allocation of roles were based on a survey and the coordination of positions among all members of the Working Group.
- The Secretariat continues to inform members of the Working Group about key SDG-related projects implemented by the international audit community through the Group’s newsletter. It is also developing the SDG thematic section on the Public Audit Knowledge Repository, administered by the Accounts Chamber of the Russian Federation, which currently contains more than 230 thematic materials.
Among the Working Group’s priorities for 2026–2027 are improving the methodology for auditing the SDGs and promoting advanced approaches that ensure the uniform application of international standards in the activities of SAIs.
Representatives of the SAIs of China, Egypt, Gambia, Jordan, Morocco, Tunisia and Uganda shared their national practices in auditing SDG achievement. At the initiative of the Russian side, the meeting was attended by SAIs that are members of the ARABOSAI Committee on SDGs. This approach made it possible to review relevant international experience and expand the body of audit approaches. The main topics of the presentations included the integration of the SDGs into national development programs, the use of innovative technologies in audits, and the assessment of the effectiveness of government programs in key sectors such as energy, healthcare, education, and the environment.

Participants approved the Working Group’s Work Plan for 2026–2027. Its main priorities include the preparation of the Guidance “Sustainable Development: Practical frameworks for SAIs” and the Guidance on Audit of the Reliability of Macroeconomic Forecasts, both led by the Accounts Chamber of the Russian Federation; Research Projects on SDG 5,7 and 13 led by SAIs of Egypt, Pakistan and Senegal; the development of educational courses on the Digital University for the INTOSAI community; and the expansion of cooperation within INTOSAI on SDG-related matters.
