EIB Investment Survey 2023

The European Investment Bank (EIB) presented the results of a study of the investment climate in the European Union (EU).

Experts conducted a survey of representatives of 13,000 private sector organizations. Despite slowing regional economic growth and tightening monetary policy, the results demonstrate a positive investment sentiment for 2023.

Total investment by EU companies has returned to pre-pandemic levels. More than 85% of organizations have successfully invested in 2022. Around 80% of EU firms recorded profits in the 2022 financial year. Digital and energy-saving technologies are among the key investment priorities.

Policy support and government grants have boosted investment, with capital transfers from the public to private sector accounting for about 2% of GDP for the third year in a row. However, as government cuts support, the consequences of tightening external financial conditions become more pronounced. Long-term risks to investment also include rising energy prices, geopolitical uncertainty and lack of necessary skills.
