Advancing Data Equity: An Action-Oriented Framework
Automated decision-making systems based on algorithms are becoming increasingly popular and widespread.
Their results directly affect socio-economic development. In the current conditions, improving the efficiency of data management systems is becoming especially relevant.
The World Economic Forum (WEF) developed a methodological guide for assessing such systems and promoting fair digital practices. The authors define "data equity" as a model for using data that respects and promotes human rights, capabilities, and dignity. The document helps to analyze how data is collected, systematized and provided, processed and interpreted, used and distributed.
To improve the quality of data management in the public sector, it is recommended to improve legal regulation in accordance with best international practices, promote an "open source" policy, and increase funding for professional development programs.
