Address by the Chair of the Accounts Chamber of the Russian Federation, Chair of INTOSAI Aleksei Kudrin
Dear Colleagues!
We welcome you at the website dedicated to the Chairmanship of the Accounts Chamber of the Russian Federation in the International Organization of Supreme Audit Institutions (INTOSAI).
Assuming our position as Chair of INTOSAI we established priorities for our work and defined practical objectives. The COVID-19 pandemic has undoubtedly made adjustments to our plans. However, it has also given us impetus to act more decisively and has brought into focus the relevance and pertinence of our plans and propositions.
At the same time, the Accounts Chamber as Chairman of INTOSAI gives a special focus to the openness of our work as a whole and as Chair of INTOSAI. We will appreciate an open dialogue as part of exchanging experiences and implementing various initiatives and projects to achieve the main INTOSAI goals and put into practice the provisions of the Moscow Declaration.
We have a lot of work to do and a lot of ambitious tasks to accomplish, and it is only together that we can achieve the goals established by the INTOSAI community and even do more than that.

Goals of Chairmanship
Russia hosted INCOSAI XXIII (find the summary report here) for the international audit community in Moscow in September 2019. Representatives of 169 INTOSAI member states attended the event. As one of the INCOSAI outcomes, an absolute majority of the participants adopted the Moscow Declaration establishing modern approaches to the development of public audit and the working principles of Supreme Audit Institutions (SAIs).
The Accounts Chamber of the Russian Federation was elected by the community of INTOSAI members as Chair of INTOSAI for the period 2019–2022.
The mission of the Accounts Chamber of the Russian Federation as Chair of INTOSAI is to further promote and assist in the implementation of the main goals of INTOSAI and the provisions of the Moscow Declaration.
Priority goals of the Chairmanship of the Accounts Chamber of the Russian Federation in INTOSAI:
- Creation of INTOSAI University
- Developing approaches to the transformation of public audit using digital technologies and new methods of data analytics
- Promotion and development of a strategic approach to audit
- Systematization and development of approaches to auditing the implementation of the Sustainable Development Goals (SDGs)
- More open SAIs
